Basically i think it´s true, without a well thought story and good developed characters a movie isn´t worth the money spent, in some cases not even worth the time to watch it. So the very basis of a movie has to be the story, but like baking a nice cake the story represents only one important ingredient, right besides the characters, directing, actors, editing and all the other nice ingredients needed to bake a tasteful cake.
But when talking about story a lot of people think that they own their very own special story that just had to be written down to produce a good movie. In fact the idea for a story without proper structuring is just an idea, nothing more and nothing less, and even if the very beggining of each movie is just an idea, without working on the structure it won´t become a movie.
I read a very interesting blog post on 1000dollarfilm.com, here is a quote that pretty well describes the content:

Well, exactly that´s the point, i highly recommend to read that artice, it emphasizes the important parts on writing movies and espacially on structuring a story into a screenplay.
